The Mouvement des démocrates et écologistes pour une Martinique souveraine (MODEMAS) was created in 1992 by the former mayor of Sainte-Anne and departmental councillor, Garcin Malsa. On 6 October 1995, during a municipal council meeting, it was decided that the council building would no longer fly the tricolour flag, but would replace it with the 'national' red, green and black flag representing Martinique and its people. This flag has come to be associated with the political group MODEMAS and, for some, represents the desire for independence from France that is consolidated in a 'National Charter' (http://www.nasyonmatinik.org/crbst_3.html). It is associated with slave revolts, anti-colonial uprisings and, more recently, with separatist movements, such as the Organisation de la Jeunesse Anticolonialiste de la Martinique, the Association Générale des Étudiants Martiniquais and the Mouvement National de Libération de la Martinique.
